Last updated October 17, 2026. Tracks 163rd Avenue widening, public safety, Asante Trails, Loop 303 access and major north Surprise development.
Last updated: October 17, 2026.
This West Valley Post tracker follows transportation, commercial development, public safety and other major projects along the 163rd Avenue corridor in north Surprise, including the US 60/Grand Avenue connection, Asante and the area north toward Jomax Road.
Current status
- 163rd Avenue, US 60 to Happy Valley Road: Complete. Surprise says improvements through this corridor are complete, providing a consistent six-lane section and a traffic signal at Happy Valley Road.
- 163rd Avenue, Happy Valley Road to Jomax Road: Under construction. The city says this project will widen 163rd Avenue to three lanes in each direction and improve the Jomax Road intersection, including two lanes in each direction on Jomax approaching the intersection and dual left-turn lanes from 163rd Avenue. The current project page says northbound restrictions are expected to lift in January 2027 and southbound restrictions in early fall 2027; the roughly 63-week project began in June 2026.
- Permanent Fire Station 304: Complete since January 2021. The permanent station on 163rd Avenue near Happy Valley Road replaced the earlier temporary modular station. City records say Fire Station 304 was fully completed in January 2021, and the city later celebrated the opening of Fire Stations 304 and 308 with a ribbon cutting in December 2021.
- Surprise Police Department substation at 163rd Avenue and San Ysidro Road: Under construction. Surprise broke ground May 12, 2026, on its first police substation at the northwest corner of 163rd Avenue and San Ysidro Road, just north of Fire Station 304. The nearly 32,000-square-foot facility is designed for about 60 officers and support personnel. Construction is expected to be completed in fall 2027.
- Fire Station 310 near Deer Valley Road and 185th Avenue: Planned; development review underway. Surprise says construction on the roughly 19,000-square-foot station is scheduled to begin in early 2027. The city’s October 1 active-project report lists site-plan and final-plat applications under administrative review as case FS26-0534. Those filings advance preconstruction review but do not establish approval or a construction start. The station is separate from the already completed Fire Station 304.
- US 60/Loop 303 near-term congestion improvements: Complete. ADOT says additional travel lanes, turn lanes, restriping, signs, signal-timing changes and railroad coordination were completed in February 2026.
- US 60/Loop 303 long-term interchange improvements: In planning. ADOT and MAG are advancing long-term work through Proposition 479. Potential improvements include reconfiguring the US 60/Loop 303 interchange and building new on- and off-ramps that cross the nearby BNSF Railway tracks. ADOT says the first phase of the long-term program is expected to begin construction in 2028.
- Loop 303/155th Avenue interchange and connector: In final design. Final design began in March 2026 and is expected to continue through late 2027, with construction anticipated in 2028. The project includes a new Loop 303 interchange at the 155th Avenue alignment, improving and extending 155th Avenue between Happy Valley Road and the interchange, improving Pinnacle Peak Road between 163rd and 155th avenues, two new bridges over Beardsley Canal, a bridge over the McMicken Dam Outlet Channel and design of a McMicken Way extension from 155th Avenue to 148th Drive.
- Asante Trails commercial area: CAVA open, with additional projects in development. CAVA now lists its Asante Trails restaurant at 23350 N. 163rd Ave., Suite 120, on the company’s official Arizona locations page. West Valley Post previously reported a Sept. 30 opening target following Community Day sessions Sept. 28 and 29. Surprise issued tenant-improvement permit 2026000310 for the restaurant on May 8. Other city materials have identified Sprouts, Farmer Boys, Baskin-Robbins, Thai Chili and additional businesses, but each remains at its own stage. The underlying 15.18-acre Lot 3 plan (FS25-0999) received administrative approval April 10, 2026; current leasing materials identify a roughly 40,000-square-foot EōS Fitness as a signed tenant. EōS still has a separate conditional-use/site-plan application for an outdoor workout area (FS26-0366). The city calendar listed a September 22 development-project neighborhood meeting at Asante Library; no subsequent approval is shown in the records reviewed, and the application remains under review. Chase Bank (FS26-0214) also remains in the city’s review pipeline. See West Valley Post’s CAVA opening report, Asante Trails development guide and EōS application report.
- Additional 163rd Avenue commercial applications: Under review. The same October 1 city report lists Panda Express at the southeast corner of Pinnacle Peak Road and 163rd Avenue (FS26-0313), QuikTrip site-plan cases at the southwest corner of Happy Valley Road and 163rd Avenue (FS26-0376) and the northeast corner of Country Club Terrace and 163rd Avenue (FS26-0379), Dave’s Hot Chicken at the southwest corner of Pat Tillman Boulevard and 163rd Avenue (FS26-0763), and Dutch Bros at Pat Tillman Boulevard and 163rd Avenue (FS26-0802). These are application-stage records, not announcements that the businesses are approved, under construction or open.
- Happy Valley Biz-Tech Park: General Plan amendment and rezoning approved. The Surprise City Council approved the land-use changes for the roughly 7.52-acre project near Happy Valley Road and the future 157th Avenue alignment on September 15. Resolution 2026-127 changes the General Plan designation from Neighborhood Character Area to Commerce and Office Character Area, while Ordinance 2026-18 rezones the property from Rural Residential to Regional Commercial with a PUD overlay under case FS25-1081. Additional development approvals remain before construction. See West Valley Post’s updated project report.
Why this corridor matters
163rd Avenue is becoming one of the key north-south routes serving north Surprise. Its importance is growing alongside new housing, the Asante commercial area, the police substation, future Fire Station 310 and the larger US 60/Loop 303 transportation program. The central issue is whether roadway capacity, freeway access and public-safety infrastructure keep pace with residential and commercial growth north of Grand Avenue.
