163rd Avenue & North Surprise Development Tracker

This West Valley Post tracker follows transportation, commercial development, public safety and other major projects along the 163rd Avenue corridor in north Surprise, including the US 60/Grand Avenue connection, Asante and the area north toward Jomax Road.

Current status

  • 163rd Avenue, US 60 to Happy Valley Road: Complete. Surprise says improvements through this corridor are complete, providing a consistent six-lane section and a traffic signal at Happy Valley Road.
  • 163rd Avenue, Happy Valley Road to Jomax Road: Under construction / in progress. The city’s project page identifies the first two phases of the broader 163rd Avenue program as in progress. The planned work widens 163rd Avenue to three lanes in each direction and improves the Jomax Road intersection and drainage.
  • US 60/Loop 303 congestion improvements: Near-term work complete; long-term work advancing. ADOT says near-term improvements at US 60 and Loop 303 were completed in February 2026. Long-term improvements are being planned under the Proposition 479 freeway program.
  • Loop 303/155th Avenue interchange: In design. ADOT, MAG and Surprise are developing a new interchange intended to provide another freeway access point and relieve pressure on the US 60/Loop 303 interchange and the US 60/163rd Avenue intersection. ADOT says the first phase of long-term work is expected to begin construction in 2028.
  • Asante Trails commercial area: Under development. Surprise reported that the Asante Trails project at 163rd Avenue and Pat Tillman Boulevard was progressing toward initial business openings around the end of 2026, including Sprouts and several restaurants.
  • Permanent Fire Station 304: Planned. Surprise’s bond-project status page describes an approximately 18,000-square-foot permanent station along 163rd Avenue south of Happy Valley Road, replacing the temporary station, with a listed cost of $8.6 million.

Why this corridor matters

163rd Avenue is becoming one of the key north-south routes serving north Surprise. Its importance is growing alongside new housing, the Asante commercial area, public-safety investment and the larger US 60/Loop 303 transportation program. The central issue is whether roadway capacity and freeway access keep pace with residential and commercial growth north of Grand Avenue.
