This West Valley Post tracker follows major development, infrastructure, retail, employment and public-investment projects shaping Buckeye.

Current status

  • Monte Verde west area: Master-plan amendment approved. On October 6, City Council approved case PLZZ-24-0013 and Ordinance 27-26, changing the development framework for approximately 156 acres west of Miller Road between Lower Buckeye Road and Warner Street. The amendment raises the residential cap from 433 to 862 homes and expands commercial land from about 15.1 to 51.2 acres. It also allows a 21.3-acre multifamily parcel, requires at least 20% open space and adds buffering along Westpark. This is a land-use approval, not a subdivision plat or construction start. No construction schedule is listed.
  • The Cascade: City Council hearing continued to November 3; no final action. On September 22, the Planning and Zoning Commission recommended approval of an Elianto master-plan amendment and a separate rezoning for approximately 2,771 acres north of Thomas Road, south of the Bethany Home Road alignment, east of Sun Valley Parkway and west of the Turner Road alignment. The proposed six-village plan allows up to 11,600 homes and between 30 and 115 acres of nonresidential development. It anticipates about 155 acres of parks and requires at least 18% open space in each village. Buckeye’s October 20 council record says no action was taken and the public hearing and action on cases PLZZ-25-0014 and PLZZ-26-0003 were continued to the November 3 regular meeting. Final City Council approval is still required, and no construction schedule is listed.
  • Festival Ranch Marketplace: Planned. The city says Pederson Group is developing a 114,000-square-foot shopping center at Canyon Springs Boulevard and Sun Valley Parkway, anchored by Safeway.
  • Festival-area library and community center: Design and public-input phase. Buckeye solicited community input in September through a survey and a September 17 open house at Festival Foothills Elementary School to help shape the planning, design and programming of a new north Buckeye library. City capital-project records list CIP 107580 at $20.907 million, with an approximately 10,000-square-foot library planned in Sun City Festival and evaluation of an additional roughly 3,000-square-foot community center. The city currently lists the project timeline as July 2024 through September 2028.
  • Verrado Marketplace: The District is open; phased openings continue. The 500,000-square-foot center at the northeast corner of Interstate 10 and Verrado Way opened its outdoor dining and entertainment district October 15 with a four-day public festival. SALT Tacos + Tequila and Handel’s Homemade Ice Cream were promoted as the first restaurant openings tied to the debut. See’s Candies scheduled an October 17 opening celebration, and Shake Shack scheduled its Buckeye opening for October 20. Target, Bath & Body Works, Famous Footwear, Marshalls, HomeGoods and Ulta Beauty are among the stores the center currently lists as open. Safeway, Harkins Backlot, OHSO Brewery, BJ’s Restaurant & Brewhouse and other announced tenants remain on separate opening schedules; directory listings are not treated as proof that each location is operating.
  • The Landing: Growth area. Buckeye’s 2026 State of the City materials identify continued growth around the 2,100-acre mixed-use area south of I-10.
  • Industrial and semiconductor-supply growth: Active. Buckeye highlighted Burlington’s approximately two-million-square-foot distribution center and MayAir, described by the city as its first semiconductor-supply company.
  • Capital improvements: Large program underway. Buckeye’s FY 2026-27 budget includes about $297 million for capital improvements, including fire stations, road projects, a public-safety training facility and other growth infrastructure.
  • Buckeye Municipal Airport: $3.3 million utility acceleration proposed; runway and surrounding-area plans active. An October 20 City Council consent item would move CIP 104350 from fiscal 2028 to fiscal 2027 and authorize up to $3.3 million for water, electrical and fiber improvements. The proposal uses $2.7 million in capital-project savings with $600,000 already budgeted for fiscal 2027; it does not increase the total project cost. The initial work would serve existing facilities and the first Vermillion hangars. This remains proposed until the council acts, and construction would follow contract execution. Separately, the Airport Master Plan adopted in April 2026 recommends phased extensions of Runway 17/35 from 5,500 by 75 feet to 7,300 by 100 feet. A long-range concept is testing a possible second runway, and the Airport Specific Area Plan covers land use, roads, utilities and development compatibility within roughly five miles of the runway. None of those planning efforts constitutes funded runway construction or announced airline service.
  • Victory Fire Station #709: Under construction. Buckeye held the groundbreaking October 5 and announced it October 6. City records list the $17.6 million project at 20340 W. Indian School Road, at the northwest corner of Indian School Road and Acacia Way, as a 15,000-square-foot, three-bay, two-story firehouse on about 1.5 acres. Construction is scheduled through summer 2027, but the city has not announced an exact in-service date or staffing plan.
  • Downtown Monroe Avenue reconfiguration: Completed. Buckeye finalized the downtown Monroe Avenue restriping project in August 2026 after converting the street to one travel lane in each direction with a continuous center turn lane and curbside parking. City capital-project records list CIP 107920 at about $893,267. The project is intended to reduce turning conflicts, improve access to downtown businesses and create a more pedestrian-friendly street.
  • I-10/Jackrabbit Trail interchange: Under construction. ADOT began construction activity in late August 2026 on a roughly two-year Phase 1 rebuild extending from south of McDowell Road to north of Roosevelt Street. The project will replace the I-10 bridges over Jackrabbit Trail, widen interchange ramps, add traffic signals and widen Jackrabbit Trail to three lanes in each direction from south of McDowell Road to south of I-10. Future work will require freeway, ramp and cross-street restrictions, including planned long-term ramp closures and an approximately 20-day closure of Jackrabbit Trail. Phase 2, anticipated in 2028, would continue the widening south toward Van Buren Street.
  • Banner Health Emergency Verrado: Opening expected November 2026. Banner Health says a new freestanding emergency department is scheduled to open at 20751 W. Market St.

Key transportation projects

  • I-10/Jackrabbit Trail interchange: Phase 1 construction underway through approximately 2028, including bridge replacement, wider ramps and six-lane Jackrabbit Trail through the interchange area.
  • Jackrabbit Trail, McDowell Road to Thomas Road: widening underway with completion targeted around fall 2027.
  • Verrado Way, Yuma Road to Van Buren Street: widening work scheduled through late 2026.
  • Watson Road, Durango Street to Lower Buckeye Road: construction scheduled from fall 2026 into summer 2027.
  • Downtown Monroe Avenue: three-lane reconfiguration completed in August 2026.
  • Multiple 2028-29 bond projects are planned on Indian School Road, Jackrabbit Trail, Miller Road and Watson Road.
