$80M Embassy Suites starts construction in Avondale

Construction has started on an $80 million, 180-suite Embassy Suites at The BLVD in Avondale, with completion targeted for spring 2028.

Construction has begun on an $80 million Embassy Suites by Hilton at The BLVD in Avondale, advancing a hotel project that city officials first announced in 2025.

The six-story hotel is planned for 180 suites at the southeast corner of Roosevelt Street and 114th Avenue. Plans call for more than 10,000 square feet of meeting and conference space and a rooftop bar with views toward the Estrella Mountains.

The City of Avondale announced the groundbreaking on Oct. 1. Mayor Mike Pineda described the project as an $80 million investment. The current completion target is spring 2028, according to the city’s tourism office.

A construction milestone after city approvals

The groundbreaking is the first public confirmation that the project has moved from agreements and planning into construction. That distinction matters because the City Council approved the hotel’s economic-development framework nearly a year earlier.

On Nov. 17, 2025, the council adopted Resolution 1072-1125, approving an economic development agreement with Web Avondale Investments LLC. It also adopted Ordinance 2039-1125 for a ground-lease-to-purchase arrangement covering city-owned land at the hotel site and approved a related parking agreement. Those actions appear in the city’s official meeting record.

Web Avondale Investments is part of Whitten Development’s portfolio. The company was selected for the hospitality parcel after Avondale sought developers for the next phase of The BLVD.

The city’s 2025 announcement identified the project as a full-service, all-suite hotel. The adopted agreement and land transaction established how the project could proceed, but neither was evidence that construction had started. The Oct. 1 groundbreaking now supplies that milestone.

What the hotel adds to The BLVD

The BLVD is Avondale’s mixed-use district near Interstate 10 and Avondale Boulevard. When the city announced the Embassy Suites plan in October 2025, it counted four existing hotels, four multifamily developments and more than 23 retail and restaurant businesses in the district.

The new Embassy Suites would add a fifth hotel and a larger block of dedicated meeting space. That matters for business gatherings, regional conferences and tournament travel tied to nearby attractions. The city says American Sports Centers in The BLVD draws more than 500,000 visits a year.

Avondale’s original project announcement also linked the hotel to a broader expansion of The BLVD’s Park Avenue District. The city selected Blueprints Capital for three other city-owned parcels, while Whitten received the hospitality parcel. The larger plan is intended to add restaurants, entertainment, public events and walkable connections around the district.

The city has not announced an opening date more specific than spring 2028. Construction schedules can change, so the next meaningful milestones will be visible vertical work, updated permit activity and a firm opening schedule from the developer or Hilton.
