Silverado outlines 34.9-acre Happy Valley BizTech vision in Surprise

Silverado Holdings describes a 34.9-acre Happy Valley BizTech campus with retail, far larger than the 7.52 acres Surprise approved in September.

SURPRISE, Ariz. A newly available project profile from Silverado Holdings describes a 34.9-acre Happy Valley BizTech campus with flex-industrial buildings and retail space near Happy Valley Road in northwest Surprise, suggesting a substantially larger development vision than the 7.52-acre business-tech park the City Council approved in September.

The developer’s Happy Valley project page lists 34.9 acres and 4.2 acres of retail, with construction targeted to start in 2027 and completion projected for 2029. The campus would serve small and midsize businesses seeking space for light manufacturing, logistics and technology-related operations.

The acreage is approximately 4.6 times the size of the parcel covered by Surprise’s September 15 land-use approval. That comparison shows the scale of the newly described concept, but it does not establish that the entire 34.9 acres has received city approval, or that the two published acreage figures describe identical parcel boundaries.

How the new vision compares with the approved project

West Valley Post reported in September that the Surprise City Council approved a General Plan amendment and rezoning for approximately 7.52 acres near Happy Valley Road and the future 157th Avenue alignment. The original proposal called for five flex-tech buildings of roughly 13,000 to 23,000 square feet each, aimed at users combining office, workshop and warehouse functions.

That approval, under city case FS25-1081, included Resolution 2026-127 and Ordinance 2026-18. It changed the property’s General Plan designation to Commerce and Office Character Area and rezoned it to Regional Commercial with a Planned Unit Development overlay. Site-level approvals and permits were still required before construction.

The August Planning and Zoning Commission discussion anticipated a broader employment-center concept beyond the initial phase. Silverado’s website now puts a much larger acreage figure and a defined retail component behind that idea, although a complete master site plan tying the new profile to the earlier approved parcel was not available in the records reviewed.

Silverado calls Happy Valley BizTech a prototype for its broader BizTech product line. It envisions flexible configurations for regional logistics businesses, manufacturers and other smaller operators, paired with retail and services for people working at the campus.

Two building-area figures appear on the developer’s page

The project profile contains an unresolved discrepancy that matters when judging the actual development footprint. Its prominently displayed project statistics list 380,000 square feet as the total size. Farther down, the narrative describes a 34.9-acre campus delivering approximately 470,000 square feet, plus 4.2 acres of retail.

The site does not explain the difference between those square-footage figures. Until a consistent development schedule or city-reviewed site plan is available, neither figure should be treated as a confirmed permitted building total. The 4.2-acre retail allocation is likewise a developer concept, not a list of announced tenants or approved storefronts.

There is also a location detail to reconcile. Silverado describes its campus as being at 163rd Avenue and Happy Valley Road, while the previously approved 7.52-acre case was described by the city as near the future 157th Avenue alignment. Both are in the same growing corridor, but the available project description does not establish exact boundaries or show how much land, if any, overlaps the first approval.

Road access may be a deciding factor

A project of this size would add potential employment and retail destinations to a corridor already seeing housing, commercial projects and substantial roadway construction. The practical questions for nearby residents are how vehicles would enter and leave the property, what kinds of businesses would occupy it and how much additional traffic city engineers would anticipate.

The separate ADOT Loop 303/155th Avenue interchange project could eventually provide another way to reach this section of northwest Surprise. ADOT says its work includes an interchange north of Loop 303, an improved 155th Avenue connection to Happy Valley Road and improvements along Pinnacle Peak Road. Final design began in March 2026; construction is anticipated in 2028.

Silverado targets a 2027 groundbreaking for Happy Valley BizTech. If that schedule holds, development could begin before the new interchange is built. Neither schedule establishes when individual businesses would open, and a project-specific traffic study for the larger campus was not verified for this report.

Surprise also identifies widening and drainage improvements along Happy Valley Road, including a segment extending east from 163rd Avenue. Those road projects are relevant context, but they should not be mistaken for evidence of approval or dedicated funding for Silverado’s full development concept.

What remains unconfirmed

The newly described campus may become a meaningful concentration of smaller industrial employers and neighborhood-serving commercial space. Unlike a single large warehouse, the proposed mix could provide space for multiple independent businesses, although no specific tenants, employment totals or investment figures have been established in the project materials reviewed.

Key open questions include the legal parcels included in Silverado’s 34.9-acre figure, the relationship between Silverado Holdings and the applicant for the previously approved 7.52-acre site, the correct building-area total, and whether additional rezoning, site-plan, plat or conditional-use applications have been filed for the broader campus.

Current status: Surprise has approved land-use changes for the 7.52-acre initial Biz-Tech Park case. Silverado has publicly described a larger 34.9-acre vision with retail and a 2027–2029 construction target. Approval or construction of that entire larger campus has not been independently established.
