This West Valley Post tracker follows the major transportation, employment, retail and development changes tied to Loop 303 from north Phoenix through Surprise, Glendale and the fast-growing West Valley corridor.

Current status

  • US 60/Loop 303 near-term improvements: Complete. ADOT says a package of additional travel lanes, turn lanes, restriping, signs, signal-timing changes and railroad coordination was completed in February 2026.
  • US 60/Loop 303 long-term interchange reconstruction: In planning under Proposition 479. ADOT and MAG are advancing long-term work that could reconfigure the existing US 60/Loop 303 interchange and construct new on- and off-ramps that cross the nearby BNSF Railway tracks. ADOT says the first phase of the broader long-term program is expected to begin construction in 2028. The agency has not yet published a separate construction date for every element of the direct US 60/Loop 303 reconfiguration.
  • Loop 303/155th Avenue interchange and connector system: In final design. ADOT says final design began in March 2026 and is expected to be completed in late 2027, with construction anticipated in 2028. The project is more than an interchange alone: it includes improving and extending 155th Avenue between Happy Valley Road and the new interchange, improving Pinnacle Peak Road between 163rd and 155th avenues, two bridges over Beardsley Canal, a bridge over the McMicken Dam Outlet Channel and design of a McMicken Way extension from 155th Avenue to 148th Drive.
  • El Mirage Road extension, Loop 303 to Jomax: In final design. Peoria and ADOT are designing a roughly 2.2-mile, four-lane connection from the existing Loop 303 interchange north to Jomax Road. Plans include bicycle lanes and sidewalks on both sides, roundabouts at Mariposa Grande, Coldwater Ranch Drive and Jomax Road, signals at Loop 303 and Happy Valley Road, a channel culvert and a bridge over Beardsley Canal. Final design is scheduled through fall 2027, with construction anticipated as early as 2028. An Oct. 21 public meeting precedes a final-design comment period running Oct. 19 through Nov. 6.
  • Loop 303/96th Avenue interchange: Entering detailed design. ADOT advertised an engineering contract Oct. 8 and Oct. 15 for a new Peoria interchange at milepost 130. The scope calls for four ramps and a bridge carrying a six-lane 96th Avenue arterial, with bike lanes, sidewalks and turn lanes, over the existing freeway. The initial construction estimate is approximately $53 million. Design and right-of-way funding are included in ADOT’s 2026-2030 program, but the solicitation does not provide a construction start date or confirm full construction funding. Consultant selection is tentatively scheduled for Dec. 7, with a Feb. 25, 2027 notice to proceed and an estimated 900-day design period.
  • Olive Avenue, Loop 303 to Reems Road: Under construction. MCDOT began work Oct. 19 on a 2.5-mile widening from just west of Loop 303 to just east of Reems Road in western Glendale. Plans call for two travel lanes in each direction, a paved center turn lane, new signals and turn lanes at Sarival Avenue and Reems Road, box culverts at Sarival and a new drainage channel between Sarival and Reems. MAG programs the two construction segments at $8.663 million each, or $17.326 million combined; that figure is programmed funding rather than a confirmed final contract price. MCDOT anticipates completion in early 2028 and had not posted active restrictions as of its Oct. 8 project update, though lane restrictions and intermittent closures are expected during construction.

  • Loop 303, Lake Pleasant Parkway to I-17: Under construction. Construction began in January 2026 on a roughly two-and-a-half-year project that will add a third general-purpose lane in each direction, build direct freeway-to-freeway ramps at the Loop 303/I-17 system interchange and construct bridges for a future interchange at 67th Avenue. The separate widening of the northbound I-17 off-ramp at Sonoran Desert Drive was completed in January 2026. Current travel impact as of October 16: According to ADOT’s current restriction notice, eastbound Loop 303 will close nightly between 43rd Avenue and I-17 from 9 p.m. to 5 a.m. Monday, October 19, through Friday morning, October 23, then continuously from 10 p.m. October 23 to 5 a.m. October 26. Westbound Loop 303 will close from 12:05 to 5 a.m. October 19 and narrow to one lane during the other listed closures. The southbound I-17 on-ramp at Dixileta Drive will close during the eastbound restrictions. The nightly closures and lane restrictions are scheduled again October 26-30, followed by another continuous eastbound closure from 10 p.m. October 30 to 5 a.m. November 2. A 15-foot eastbound vehicle-height restriction remains through early December, and the westbound side remains narrowed to one lane through October.
  • Loop 303 extension, Van Buren Street to MC 85: Under construction. ADOT began work June 15, 2026, on a $613 million, approximately four-year project creating about four miles of new freeway in Goodyear. Plans call for three lanes in each direction from Van Buren Street to Lower Buckeye Road, two lanes in each direction from Lower Buckeye Road to MC 85, a completed Van Buren Street interchange, a full interchange at Yuma Road, a half interchange at Lower Buckeye Road/Elwood Street and frontage roads. The project prepares the corridor for a future connection with State Route 30; ADOT currently schedules the SR 30 segment between Loop 303 and Estrella Parkway to begin in fiscal year 2033.
  • Prasada / Cactus Road retail corridor: Expanding. Surprise has continued to add major retail and restaurant projects around Loop 303, including the Cactus Road corridor and the broader Prasada area. The city and Village at Prasada developer SimonCRE announced a planned roughly 7,500-square-foot Cheesecake Factory at the southeast corner of Prasada Parkway and Alexandria Way, with a late-2027 opening target. The same expansion calls for about 21,100 square feet of additional shop and restaurant space, a splash pad and updated restaurant-row signage. The restaurant is announced, not yet open or verified as under construction. City publications have also identified Prasada East as an emerging project with Whole Foods and Flower Child appearing in permit applications under review.
  • TSMC / north Phoenix employment cluster: Expanding. TSMC’s north Phoenix campus near the Loop 303/I-17 area has grown into a multi-fab semiconductor complex, while the adjacent 2,300-acre Halo Vista development entered construction in 2026.
  • NorthPark: Approved long-term master plan south of Loop 303. Phoenix approved the roughly 6,354-acre NorthPark planned unit development in December 2025. The entitlement framework allows up to 15,150 homes, identifies about 902 acres for an Innovation Corridor and designates roughly 2,309 acres as open space. The site sits south of Loop 303 near the I-17 interchange and across the freeway from TSMC. Approval establishes the long-term land-use framework; it does not mean every phase is funded or under construction.
  • BNSF Logistics Park Phoenix: Under construction northwest of the corridor. BNSF began work in 2026 on a 350-acre first-phase intermodal facility on its larger northwest Maricopa County property. The project could materially increase freight activity and infrastructure pressure in the US 60/Loop 303 area as it develops.

Why Loop 303 matters

Loop 303 has become one of the West Valley’s most important growth spines, linking north Phoenix semiconductor investment with Surprise retail and industrial development, Glendale employment areas, I-10 and the western metro’s large land supply. In northwest Surprise, the 155th Avenue project is particularly important because it creates a second freeway-access path for communities north of Loop 303 and east of US 60 while also tying new arterial connections back toward 163rd Avenue and Happy Valley Road.
