How to read the trackers
Proposed means a project has been announced or submitted but has not completed the approvals needed to proceed. Approved means a relevant government body has granted the approval being discussed, which is not the same thing as a construction start. Under construction means physical work has begun. Open / complete means the facility or improvement is operating or the project has been completed.
