This West Valley Post tracker follows major development, zoning, retail, infrastructure, public-safety and employment projects in Surprise.
Current status
- Surprise Community & Resource Center: Open. The 35,000-square-foot facility at 12641 W. Santa Fe Drive opened September 3, 2026, consolidating and expanding services previously spread across the Surprise Resource Center, Hollyhock Library and Surprise Senior Center. Maricopa County says the project was supported by $18 million in American Rescue Plan Act funding and a combined $27 million city-county intergovernmental agreement. Services include library programs, workforce development, housing and homelessness assistance, veteran and senior services, youth programs, health and wellness services, benefit assistance and three Head Start classrooms, the first Head Start classrooms in Surprise.
- Asante Trails: Under development. City of Surprise materials say the commercial area at 163rd Avenue and Pat Tillman Boulevard is progressing toward initial business openings around the end of 2026, including Sprouts and several restaurants.
- Prasada East: Early development / permits under review. Surprise reported in spring 2026 that Whole Foods and Flower Child were included in permit applications under City review for the emerging project at Sarival Avenue and Waddell Road.
- Buena Vista Ranch: Rezoning approved. Surprise approved a major rezoning involving approximately 422 acres near 227th Avenue, adding another large long-term development site to the city’s western growth area.
- 163rd Avenue widening: In progress north of Happy Valley Road. Surprise’s multi-phase program continues to expand arterial capacity serving north Surprise.
- Permanent Fire Station 304: Planned. The city’s bond-project status page lists an approximately 18,000-square-foot permanent station along 163rd Avenue south of Happy Valley Road.
- Commercial pipeline: Active. Surprise maintains public reports for entitlement projects, permits under review, permits issued for construction and recently completed commercial permits, providing an ongoing source for this tracker.
Why Surprise is a key West Valley growth market
Surprise is expanding simultaneously in several directions: north around Asante and US 60, east and south around Loop 303 and Prasada, and farther west through large master-planned and employment sites. That growth is increasing demand for roads, public safety, healthcare, retail and employment while creating a steady pipeline of rezoning and infrastructure decisions. The opening of the Community & Resource Center also adds a major new public-service hub intended to serve Surprise and the broader northwest Valley as population growth increases demand for social, library, senior and early-childhood services.
